Indeterminate, Dept. of Revenue The Governor's transmittal letter dated May 9 follows: "Dear Speaker Tilton: Under the authority of Article III, Section 18, of the Alaska Constitution, I am transmitting a bill which authorizes the Department of Revenue (DOR) to permit and regulate electronic pull-tabs for the purpose of charitable gaming in the state. Under the bill, approved charitable gaming permittees, licensees, manufacturers, and distributors can receive an endorsement to their license for the use, sale, manufacture, and distribution of electronic pull-tabs. Under current law, the use of coin-operated instruments or machines, or other objects or instruments used, designed, or intended primarily 2023-05-10 House Journal Page 1006 for gaming or gambling are prohibited unless expressly authorized by DOR. This bill amends AS 05.15 to expressly authorize the use of electronic pull-tabs in charitable gaming. The bill clarifies DOR's authority through definitional changes and other statutory revisions that ensure the safety and security of electronic pull-tabs and pull-tab systems. The bill also authorizes DOR to amend or promulgate regulations related to the charitable use of electronic pull-tabs. I urge your prompt and favorable action on this measure.
